Building Broadband Infrastructure with Long-Term Community Impact
The South Central Alabama Broadband Cooperative District (SCABCD) is a Special Purpose Capital Improvement Cooperative District created through a special legislative act codified in the Code of Alabama 1975, as amended in Chapter 11, Section 99B.
The district exists to encourage cooperative efforts among public entities to develop projects that serve both local governments and the communities they support. SCABCD’s purpose is to own and manage a publicly funded, community-owned next-generation broadband network throughout South Central Alabama and the Black Belt Region.
Through strategic investment and infrastructure development, SCABCD helps underserved and unserved communities gain access to broader markets, stronger communication systems, and more equitable economic opportunities.
A Scalable Model for Regional Broadband Growth
SCABCD’s network model supports incumbent telecommunications providers, cable companies, cellular providers, and wireless internet providers by enabling high-capacity transport services across the region. Its initial wholesale-focused approach helps establish dependable early revenue streams while building the infrastructure needed for future expansion.
